Madigan has filed a motion asking the judge to dissolve the preliminary injunction allowing state workers to be paid during the budget impasse.
Rauner said Friday he's disappointed in the steps Madigan is taking, which could block state employee pay.
When the impasse began, unions representing state workers sued to ensure that they would continue being paid, arguing that cutting off their pay would be an unconstitutional violation of their contracts. All state employees wouldn't get a paycheck starting in March under a new court action.
South Korean minister resigns after arrest over arts blacklist
Cho and Kim were arrested on Friday on suspicion of being involved in a scheme to deny dissident cultural figures state financing. Park was impeached by parliament last month and Seoul's Constitutional Court is now reviewing the validity of the motion.
Governor Rauner's office released a statement shortly after the filing.
Speaking to reporters after he delivered a speech at a Chamber of Commerce gathering in downtown Chicago, Rauner said he was "very upset" about the filing and suggested political motives on the part of the attorney general. That's after the state Supreme Court decided almost a year ago that raises couldn't be paid to state employees without an appropriation.
"That is by no means a statement that we are backing off this effort", Radogno said. It could also derail work being done to end the budget stalemate in the Senate.

"Had Governor Rauner met his constitutional duty to propose a balanced budget in 2015 or 2016, we would not be facing a scenario where the livelihoods of our frontline employees could be threatened in this way", Mendoza said in her statement.
Senate Republican Leader Christine Radogno says the plan isn't soup yet, but they're staying in the kitchen.
"It's disappointing to see any move to stop employee pay and disrupt government services, especially now as the Senate is on the verge of a bipartisan agreement to enact a balanced budget with changes to the system", Gov. Bruce Rauner spokesperson Catherine Kelly stated in a relase sent out just before 8 p.m. Thursday. "The timing of this action could create an unnecessary crisis that could derail real compromise".
