Under the plans, vehicle owners could be fined if it can be proved litter was thrown from their auto, even if they did not throw it themselves.

Meanwhile, following statistics from the Environment Agency that show that around half of the waste fly-tipped in England past year consisted of household waste that can not be disposed of through kerbside collections, including material from house or shed clearances, old furniture, carpets and the waste from small-scale DIY, the strategy outlines plans to stop councils charging for the disposal of DIY waste at household waste recycling centres.
For the first time a litter map will measure how much waste is being dropped and dumped so that ministers can measure improvement, the Government announced.
