Litterers to face heavy fines or community service under new strategy

Under the plans, vehicle owners could be fined if it can be proved litter was thrown from their auto, even if they did not throw it themselves.

Andrea Leadsom, the environment secretary, will tell the probation service that those found guilty of dumping white goods and household waste must clear it up.

Meanwhile, following statistics from the Environment Agency that show that around half of the waste fly-tipped in England past year consisted of household waste that can not be disposed of through kerbside collections, including material from house or shed clearances, old furniture, carpets and the waste from small-scale DIY, the strategy outlines plans to stop councils charging for the disposal of DIY waste at household waste recycling centres.

For the first time a litter map will measure how much waste is being dropped and dumped so that ministers can measure improvement, the Government announced.

Theo Walcott: Arsenal getting back to their best
Arsenal managed to grab their first Premier League win since February, thanks to second-half goals from Ozil, Walcott and Giroud. Going forward we are good but defensively recently we have not been efficient enough".

In addition, 25 litter hot-spots on the transport network will also be identified and fines will be increased to prevent people from using the areas to dump refuse.

"We want to be the first generation to leave our environment in a better state than we found it, and tackling litter is an important part of our drive to make the country a better place to live and visit".

"We'll be issuing clear, common sense guidance for waste and recycling centres so they can be in no doubt people have the right to take their rubbish to these sites free of charge".

There will also be a new expert group looking at the best way to reduce plastic bottles and drink containers being used and entering the waste system or clogging up the environment.

Agreement 'not possible' in Northern Ireland as government talks fail
Mr Brokenshire said there was "an overwhelming desire" among politicians and the public for "strong and stable devolved government".

Littering puts a financial burden of £800m a year on to the taxpayer for cleaning up, leading the government to introduce the new harsher measures. Through our first ever National Litter Strategy we plan to do exactly that.

New guidance for councils will be issued to update "binfrastructure" with new designs and better distribution of public litter bins to make it easier for people to discard rubbish.

"Road litter is a big problem for councils at a time when they are experiencing significant budget pressures".

Worst litter hotspots in 25 places across highways in England are to be targeted, besides plans to create a "green generation" by educating children to lead the fight against litter through an increased number of eco-schools and boosting participation in national clean-up days.
