Trump order would target high skilled worker visa program

Karis: During a visit to Snap-on Inc's headquarters in Kenosha, Wisconsin today, President Trump is expected to sign an executive order that could drastically impact the H-1B visa.

CNN's Jake Tapper tore into Donald Trump's hypocritical "Buy American, Hire American" executive order, asking if the president should consider "looking into his own companies business practices first". For example, replacing the H-1B lottery with a more merit- based system could advance the program's goals of attracting people with advanced STEM skills.

This executive order and other Trump rhetoric demonstrates an inherent bias against immigrant workers, especially those not labeled as highly-skilled. "Right now, H-1B visas are awarded in a totally random lottery and that's wrong", he added.

"We're on time [for tax reform] if we get that health care approval", Trump said.

The order directs USA agencies to propose rules to prevent immigration fraud and abuse in the program.

The president on Tuesday ordered the review of the H-1B visa system, which critics say gets abused when companies to replace USA workers with lower-paid foreigners.

The officials said the order also seeks to strengthen requirements that American-made products be used in certain federal construction projects, as well as in various federal grant-funded transportation projects.

'Gut-Busting' Fighting in Mosul as ISIS Increases Use of Human Shields
IS still controls the large towns of Hawijah and Tal Afar as well as remote areas along the border with Syria in western Iraq. Fighting in Mosul has been raging since last October and has turned into a deadly, dirty and bloody affair.

The order specifically asks the secretary to review waivers of these rules that exist in free-trade agreements.

Infosys, India's No. 2 IT services firm, has said previously that it is ramping up work on on-site development centers in the United States to train local talent in an effort to address the visa regulation changes under consideration.

The trip brought Trump to the congressional district of House Speaker Paul Ryan, but Ryan was out of the country on a congressional trip.

The order is an attempt by Mr Trump to carry out his "America First" campaign pledges. And his businesses have hired foreign workers, including at his Palm Beach club Mar-a-Lago.

"On April 29, Trump will be 100 days in office, and one of the promises he made was ... that he would make sure that Americans were hiring Americans and that they were buying American".

The Information Technology and Innovation Foundation (ITIF), A leading United States science and tech policy thinktank, hoped that the goal of Trump's executive order on the H-1B program is "mend it, don't end it".

"They need to be scaled up and ramped down based on the needs of the USA economy in the supply of. the resources to fill some of the roles", Tillis said during a late-March committee hearing. Many of these jobs happen to be in tech.

Bastia-Lyon, the game was called off because of numerous pitch invasions
Lyon's players were ushered down the tunnel as stewards held back the pitch invaders, causing a lengthy delay to kick-off. The Lyon players returned to the pitch almost 40 minutes later and the match eventually kicked off shortly before 1600.

H-1B visas are for foreigners in "speciality" occupations that generally require higher education, which include scientists, engineers or computer programmers.

Trump was a businessman before he was elected president past year, and his companies have been criticized for using visa programs to fill positions at Trump properties with foreign workers. The staffing companies then sell their services to corporate clients who use them to outsource tech work.

U.S. authorities will also conduct site visits to check on employers who hire H-1B visa holders over Americans. USA workers are sometimes asked to train their replacements to qualify for severance packages.

"And so it's a very elegant of way of solving very systemic problems in the H-1B guest worker visa", the official said.

Trump has traveled to promote his agenda less than his recent predecessors.

Trump as a candidate threatened to eliminate the program, saying it takes jobs from American workers and drives wages down.
