Karis: During a visit to Snap-on Inc's headquarters in Kenosha, Wisconsin today, President Trump is expected to sign an executive order that could drastically impact the H-1B visa.
CNN's Jake Tapper tore into Donald Trump's hypocritical "Buy American, Hire American" executive order, asking if the president should consider "looking into his own companies business practices first". For example, replacing the H-1B lottery with a more merit- based system could advance the program's goals of attracting people with advanced STEM skills.
This executive order and other Trump rhetoric demonstrates an inherent bias against immigrant workers, especially those not labeled as highly-skilled. "Right now, H-1B visas are awarded in a totally random lottery and that's wrong", he added.
"We're on time [for tax reform] if we get that health care approval", Trump said.
The order directs USA agencies to propose rules to prevent immigration fraud and abuse in the program.
The president on Tuesday ordered the review of the H-1B visa system, which critics say gets abused when companies to replace USA workers with lower-paid foreigners.
The officials said the order also seeks to strengthen requirements that American-made products be used in certain federal construction projects, as well as in various federal grant-funded transportation projects.

The Information Technology and Innovation Foundation (ITIF), A leading United States science and tech policy thinktank, hoped that the goal of Trump's executive order on the H-1B program is "mend it, don't end it".
"They need to be scaled up and ramped down based on the needs of the USA economy in the supply of. the resources to fill some of the roles", Tillis said during a late-March committee hearing. Many of these jobs happen to be in tech.

"And so it's a very elegant of way of solving very systemic problems in the H-1B guest worker visa", the official said.
Trump has traveled to promote his agenda less than his recent predecessors.
Trump as a candidate threatened to eliminate the program, saying it takes jobs from American workers and drives wages down.
Snap-on makes hand and power tools, diagnostics software, information and management systems and shop equipment for use in agriculture, the military and aviation.
