A spokeswoman for the sheriff told the Journal Sentinel that CNN was biased, and said Clarke followed the school's system for completing academic papers.

The Naval Postgraduate School in Monterey, California, removed his thesis from its website late Saturday. The length of the phrase does not matter.

"I have in my mind [a decision] but the first person who will listen to this situation is the chairman and our board, " Silva said.

The sheriff used almost identical language from sources without properly attributing passages 47 times in his thesis on security, CNN's investigative KFile reported Saturday.

In an email sent to the Milwaukee Journal Sentinel, Clarke said: "Only someone with a political agenda would say this is plagiarism".

CNN said, "The school's honor code defines plagiarism as 'submitting material that in part or whole is not one's own work without proper attribution. Plagiarism is further defined as the use, without giving reasonable and appropriate credit to or acknowledging the author or source, of another person's original work, whether such work is made up of code, formulas, ideas, language, research, strategies, writing or other form (s)".

"I'm on to him folks", Clarke wrote.

A strong conservative who runs for office as a Democrat, Clarke rose to prominence previous year with vocal support for the Trump presidential campaign.

Clarke's office has come under scrutiny over four deaths that have occurred in his jail since 2016, including an incident in which an inmate gave birth to a stillborn baby. A law enforcement and immigration hardliner, he has been harshly critical of the Black Lives Matter movement.

It was a time of turmoil for Clarke and the sheriff's office even before the job announcement and the plagiarism allegations.
