Southeast Asian leaders wrestle over China at summit

The Philippines issued a chairman's statement almost five hours after the end of the 30th ASEAN summit to make sure that it reflected the improvement of ASEAN-China relations and their cooperation in reducing tensions in the South China Sea.

"We read the chairman's statement from the 30th ASEAN (Association of South East Asian Nations) summit in Manila concerning the South China Sea issue".

The ASEAN thus maintained its old position against directly contradicting China which has reclaimed several islands in the disputed sea, building runways and other installations.

US President Donald Trump on Saturday (Apr 29) invited his Philippine counterpart Rodrigo Duterte to Washington in a "friendly" call in which the leaders discussed the "threat" of North Korea, the White House said.

Diplomats, who refused to be named for lack of authority to speak, had told reporters that China lobbied to water down the ASEAN Chairman's Statement.

The Philippines, under previous president Benigno Aquino, had pushed hard at ASEAN summits for the bloc to voice its strong opposition to Chinese expansionism, and official statements at those events often reflected that.

Filipino diplomats said the phrase was important because "legal and diplomatic processes" encompassed the entire process of the filing of the case in the tribunal until its resolution.

The Philippines, despite the favorable ruling, decided not to continue to press China.

In his address to open the leaders' summit, Duterte made no mention of the South China Sea, but touched on many issues central to his 10-month administration.

But Duterte has said a "significant process" is being worked out so a code of conduct in the South China Sea is established.

Laos, Thailand, Cambodia and Myanmar, countries with no stake in the South China Sea, have already courted Beijing for investment and arms with the understanding that it would need to vote Beijing's way on certain matters.

China, through its ambassador to Manila, had this week been heavily lobbying Duterte to weaken it further, delegates and diplomats told AFP.

Duterte will find solace from the storm of criticism in ASEAN, which has a bedrock policy forbidding member states from meddling in each other's domestic affairs.

The Prime Minister said ASEAN should find ways and means to reduce tension as civil rattling or nuclear rattling was not a good thing because it caused fear among the people that something could be wrong and could be a huge catastrophe of unimaginable proportion.
