Trump will engage Pyongyang "under certain circumstances", S. Korean envoy says

The South Korean president declared support for a two-track policy - sanctions and dialogue - to denuclearize the North. Moon also noted the seemingly significant advancement in the North's nuclear and missile capabilities.

U.S. Ambassador to the United Nations Nikki Haley put the American position in forceful terms on Tuesday: "We have to turn around and tell the entire global community: You either support North Korea or you support us".

"The U.S. should mind that the DPRK nuclear striking capability will be strengthened and developed at a rapidly high speed as long as the U.S. insists (on) its anti-DPRK policy, nasty nuclear threats and blackmails, sanction and pressure", Kim said.

The latest launch appeared to fulfill both criteria, and Haley said, "I believe that China will stay true to that, and we'll come together on how we're going to do that".

South Korea's Han said Sunday's test was "successful in flight".

There may be some future tension over the Terminal High Altitude Area Defense (THAAD) anti-missile system being deployed on South Korean soil, but there is still no word at this time.

North Korea was also under scrutiny by investigators looking for the source of a major cyberattack affecting more than 150 countries, but the European police agency said it was still too early to determine who caused the chaos. Haley previously indicated that new sanctions could target oil, a critical import for North Korea mainly from China, and she said Tuesday the USA also wants sanctions on organizations and businesses in countries that are helping Pyongyang.

"What about North Korea intimidating us?"

"As everybody knows, the Americans have gestured [toward] dialogue", North Korea's deputy United Nations ambassador, Kim In-ryong, told reporters on Friday.

Patrushev cited North Korea's isolation as the rationale behind the Kim Jong -un leader's mission to increase the nukes so as to ensure the country's safety. If North Korea cooperates the U.S. could possibly support reduction in sanctions.

"We're not trying to do any of those things", she said.
