Germany moves closer to pulling troops from Turkey base

Turkey had imposed restrictions on German lawmakers' access to the soldiers.

Turkish Foreign Minister Mevlut Cavusoglu on Monday rebuffed a last-ditch request by his German counterpart, Sigmar Gabriel, to allow visits to Incirlik by lawmakers, whose access to foreign-based troops is an important symbol of German civilian oversight of the armed forces.

Germany's defense minister said her country's Cabinet will decide Wednesday "where we relocate (the troops) and whether we relocate".

The decision announced by Defence Minister Ursula von der Leyen on Wednesday followed a lengthy impasse over the visits, increasing friction between the North Atlantic Treaty Organisation allies. She added that King Abdullah supports the move, which could halt refueling missions by two to three weeks and surveillance flights by two to three months.

Germany now plans to redeploy the 280 military personnel stationed at Incirlik, along with surveillance planes and refueling jets to an air base in Jordan.

Alliance chief Jens Stoltenberg revealed that he was in constant contact with Ankara and Berlin in an attempt to end the row. German deployments overseas require parliamentary approval, and German leaders say it's essential that lawmakers be able to visit troops as they want.

Ties between the North Atlantic Treaty Organisation allies have been strained since the failed coup in Turkey, and tensions have worsened over multiple issues including a referendum campaign to expand Erdogan's powers.

In that interview, Gabriel noted that if cooperation regarding the situation is no longer possible, then Germany would consider other options including Kuwait, Cyprus, and Jordan.

"We spoke about how we can focus on this more, what steps could be taken to increase contact between the two nations and disperse this negative atmosphere", he said. "We have a whole series of shared interests with Turkey, plus close economic ties".

Berlin is also anxious about a security crackdown in Turkey after last year's failed coup.

Instead, Cavusoglu pressed Germany to extradite Turks who sought asylum in the country after the coup - something Germany says is legally impossible - and complained about the presence of Kurdish militants and followers of Islamic cleric Fethullah Gulen in Germany. "But we can not ignore the current situation", he said. Relations were further tested when Germany, citing security concerns, banned some Turkish politicians from campaigning on its soil as well as Turkey's jailing of two German journalists.
