UK's post-Brexit customs plan mocked as 'fantasy' by top European Union negotiator

Britain on Tuesday gave its most detailed indication yet of how its future trade with the European Union might work after Brexit, laying out proposals to replace membership in the bloc's customs union with new mechanisms created to allow "frictionless" trade to continue.

The U.K. government said Tuesday in a position paper that it wanted to negotiate customs arrangements that "facilitate the freest and most frictionless possible trade in goods between the U.K. and the European Union".

The British government said it would push to avoid any physical border infrastructure and border posts between Ireland and Northern Ireland for any objective following Brexit.

The EU says there must first be broad agreement on three key issues: Britain's financial settlement, expatriate rights, and the status of the border between British-controlled Northern Ireland and Ireland.

A spokesperson in Dublin was quoted as saying Irish government leaders would analyse Britain's ideas in detail and discuss them with the European Commission and the EU's chief negotiator Michel Barnier. He insists the law is on Britain's side, because the "duty of honest cooperation" - the bar on customs union members negotiating other deals - would lapse with EU withdrawal. It announced the plans on Tuesday (August 15) in the first of a series of "future partnership papers".

But London says the issue of how goods and people will move across the frontier can not be separated from discussion about wider customs arrangements between Britain and the European Union.

The statement was welcomed by the Confederation of British Industry (CBI), who represent British business worldwide, but are described as "fantasy" by a leading Labour MP.

The paper is the first in a series to be published over the coming months, outlining broadly what the United Kingdom seeks to achieve in the ongoing Brexit negotiations on matters such as trade and the border with Ireland.

If Britain leaves the European Union without a new trade deal or transitional arrangements, business and consumers could face massive disruption and higher prices.

The Government admits that this approach - which would see a customs border - would lead to "an increase in administration compared to being in the customs union".

SDLP Leader Colum Eastwood MLA said the British Government is still not ready, or at least unwilling, to publish serious or credible proposals on Brexit.
