Polls close as New Zealand awaits result of closely fought election

Ms Ardern refused to concede, saying she too will speak with Mr Peters and her ally, the Green Party, to try to secure a majority.

With no single party able to form a government alone, NZ First's 7.5 percent suggests Mr Peters will effectively decide the make-up of Parliament for the next three years.

Early results suggest incumbent Bill English's National Party is a little ahead of Jacinda Ardern's Labour Party. He's promising tax cuts for most workers. Ardern, 37, has vowed to close the gap between rich and poor and would spend more than National on welfare, health and education.

He said, "We don't need to rush this process".

Galvanised support for the ailing party gave it a 20-point popularity boost to draw level with National.

"As things stand we do have the balance of political responsibility and we're not going to be hasty with that", he told supporters. "The decision we'll make and everyone of my colleagues will know that it's not going to be premature".

"I haven't done as well for [our voters] as I would have liked", she told the crowd, who protested back loudly.

Peters, whose populist appeal has seen him compared to Donald Trump, advocates slashing immigration to just 10,000 a year from about 73,000 now.

Opinion polls leading up to the vote had been volatile with two recent ones giving National a near 10 point lead over Labour.

In her speech Ardern thanked her supporters for the honour of being appointed leader.

She said she was willing to work with anyone who shared Labour's values.
