Puerto Rico's governor wants controversial $300 million Whitefish contract canceled

Puerto Rico's governor called for the island's utility to cancel a $300 million power restoration contract with a small Montana-based company on Sunday.

The Washington Post reported on Monday that Whitefish, which received the largest contract yet awarded in the troubled relief effort, had only two full-time employees on the day Maria hit the island.

"There can be no distraction that alters the commitment to restore the electrical system as quickly as possible", Gov. Ricardo Rossello said on Sunday morning, as he moved to ask for mutual aid from the USA mainland to fix his island's decimated power grid. He went on to become CEO of Whitefish two years ago. In a statement, FEMA said it was not involved in the decision, and warned that it might not reimburse the authority, known as PREPA, if the contract does not abide by federal requirements. The mayor of San Juan, Carmen Yulín Cruz, then weighed in on Whitefish, sparking a Twitter feud with the firm, which offered to take its workers home after she criticized the company and how the contract was awarded.

FEMA on Friday said that it had not approved the Whitefish Energy agreement. The ranking Democrats on the Senate Energy and Natural Resources and Finance committees on Wednesday asked the Government Accountability Office to investigate the contract.

The Department of Homeland Security's inspector general has launched a review of the deal.
