United States must stay in Iran's nuclear deal, Defense Secretary Mattis tells senators

Top US General, during a Congressional hearing on Tuesday, claimed that Pakistan's intelligence agency Inter-Services Intelligence (ISI) runs its own foreign policy and has connections with terrorist groups.

Mattis and Dunford, who testified for more than two hours before the senators, also testified Tuesday afternoon before the House Armed Services Committee.

McCain, the chairman of the Armed Services Committee, declared that it was "bizarre" that Mattis and Dunford did not submit written testimony before the hearing started. The U.S.is looking for India to provide more economic and development assistance to Afghanistan.

Mattis says more than 3,000 additional US troops are being sent to Afghanistan to reinforce the roughly 8,400 American forces now stationed there.

"We will also expand authorities for American armed forces to target the terrorists and criminal networks that sow violence and chaos throughout Afghanistan", Trump said at the time. Mattis said that while Afghan forces will "remain in the lead for the fighting", the newly deployed U.S. troops will be in combat duty. This is totally unacceptable.

The commitment of US troops to "combat duty" - calling in airstrikes and providing direct tactical advice on the front lines - marks a major shift from the Obama administration's strategy in ending USA troops' combat role in 2013.

The senator also asked when Trump will decide whether to close a controversial Taliban office in Qatar.

In opening remarks Tuesday, McCain said he was encouraged that Trump's Afghanistan plans "ended the foolish policy of arbitrary timetables for withdrawal and shifted to a conditional approach". Mattis replied that "the poppy is a very hardy crop and doesn't take a lot of tending", but the U.S.is looking at refining locations and transportation hubs, aiming to attack the process in a more targeted way.

Meanwhile, Pakistan has denied the US' allegations.

In a related development, a top United States military this week backed a long-standing Indian accusation that the Inter-Services Intelligence, Pakistan's premier spy agency, backs militant groups. The increase will expand training of the Afghan military and beef up USA counterterrorism operations against al-Qaida and a growing Islamic State affiliate in Afghanistan, as well as the Taliban and other extremist groups.

"They'll find themselves economically isolated in increasing trouble as countries that are damaged by terrorism will come and out say enough is enough", Mattis was reported as saying.

Even so, Mattis said "high-profile attacks" by the Taliban on civilians continue to be a challenge.

The strategy, created to end the stalemate in the region, replaces time constraints with a conditions-based approach and will seek to ensure Afghanistan never becomes a haven for terrorists again, Mattis told the senators.
